Shillong rose to prominence as the capital of Assam under Chief Commissioner administration, with its management transferred from the Lieutenant Governor of Bengal, as stated in Proclamation No. 379 dated 6 February 1874 and Notification No. 380 issued by the Governor-General in Council. Concurrently, the Scheduled Districts Act, of 1874 designated the entire Assam under the Chief Commissioner as Scheduled Districts.

Meghalaya High Court

On 11 September 1968, the Indian government unveiled a plan to establish an autonomous State within Assam, as outlined in the Sixth Schedule to the Constitution. The Constitution (22 Amendment) Act, 1969 empowered Parliament to create this autonomous State. Consequently, the Assam Reorganization (Meghalaya) Act, of 1969, established Meghalaya as an autonomous State within Assam, encompassing the United Khasi-Jaintia Hills District and the Garo Hills District.

In 1970-1971, the North Eastern Areas (Reorganization) Act, 1971 granted statehood to Meghalaya, officially forming it on 21 January 1972 with Shillong as its capital. This Act also introduced Paragraph 12A, ensuring Meghalaya Legislature’s laws prevailed over those of District or Regional Councils. The establishment of the High Court of Assam in Shillong on 5 April 1948 marked a significant judicial milestone for the region.

The Gauhati High Court, formed under the North-Eastern Areas (Reorganization) Act, of 1971, catered to multiple North Eastern States and Union Territories. In 1995, a Permanent Bench of the Gauhati High Court was established in Shillong. Later, the High Court of Meghalaya was established in 2013 under the North-Eastern Areas (Reorganization) Act, of 1971.

The Shillong Bar Association, established in 1913, played a pivotal role in India’s freedom movement, boasting notable members such as Charu Datta, Lala B.K. Dey, and F.A. Ali Ahmed, who later became the President of India. Many members faced imprisonment for their involvement in the Quit India Movement, receiving recognition as Freedom Fighters. The Association celebrated its centenary in 2013, with His Excellency Shri. R.S. Mooshahary, the then Governor of Meghalaya, was the Chief Guest.
